SUMMARY - This position is responsible for facilitating human resources processes and communicating those processes to employees.  Completes administrative paperwork regarding new hires, terminations, benefits and other workplace programs.  Complete payroll tasks as assigned. 

 

QUALIFICATIONS

 

  • Bachelor’s degree in Business or Personnel preferred with experience in functions related to benefits or human resources. Years in related field may be considered toward degree.
  • Knowledge of payroll software with eFinance and COGNOS reporting preferred.
  • Competent in Microsoft Office Suite
  • Strong administrative skills
  • Excellent interpersonal and customer-facing skills, enjoys working with people
  • Strong communication skills, both written and verbal
  • Flexible and willing to learn
  • Ability to learn, implement, and train on new technological advances made in benefits/payroll to streamline existing processes.
  • Ability to read and comprehend written instructions, policies, and procedures.
  • Attentive to details, a self-starter, able to work effectively without constant or direct supervision. Must be able to efficiently multi-task.
  • Good moral character and understands the concept of confidentiality and supports guidelines concerning the release of public information

 

GENERAL DUTIES/RESPONSIBILITIES - Contributes to the workflow of the Payroll/Human Resources department to ensure timely compliance with deadlines, federal, state, and local legislation, rules, regulations, policies, and guidelines

 

EMPLOYEE BENEFITS RESPONSIBLITIES- Facilitates the on-boarding of all new employees, making changes to existing employees, and maintains employee benefits. Duties may include:

 

  • Administration of new hire process including preparing new hire packets, meeting with new hires to review and complete paperwork. Tracks and ensures new hire clearances and assists the Director of Human Resources in ensuring that required licensures, degrees, certifications, and verifications of previous work experiences are received.  Creates new employee files.
  • Administration of employee benefit programs including enrollment, billing, claim resolution, education and electronic processes. At the direction of supervisor, distribute written and verbal communications to educate and inform employees of benefit programs.  Maintain documents related to benefit programs. 
  • Assist with delivering effective new employee orientation and on-boarding process including benefits, handbook and personnel policy reviews.
  • Perform fingerprinting and background checks on all new employees, existing employees with license renewals and other contracted employees as needed
  • Enter all new employees into district’s computer system (eFinance), AR New Hire system and others as required
  • Enter changes/updates to existing employees in district’s computer system (eFinance)
  • Process ID cards for employees
  • Set up new employee email and TimeClock Plus access
  • Handles benefit inquiries to provide proper and complete utilization of benefits
  • Complete verifications of employment for present and past employees
  • Complete employer portion of various paperwork (insurance claims, FMLA requests, VOE)
  • Reconcile billing with payroll deductions/benefits
  • Perform related duties as assigned by supervisor or their designee

 

PAYROLL RESPONSIBILITIES - Perform a variety of technical duties in the preparation and processing of assigned school district payrolls to assure employees are paid in an accurate and timely manner.  Duties may include the following:

 

  • Assist with processing employee time sheets and related information; verify authorizing signatures and calculations; identify and resolve errors and discrepancies
  • Assist with balancing, reconciling and submitting payrolls for check processing
  • Assist with calculating and verifying salary, tax and other payroll adjustments; help to resolve discrepancies as needed
  • Assist with attendance in district’s computer system (eFinance).
  • Establish and help with maintaining detailed automated permanent records regarding personnel pay rates, deductions, benefits, contributions, tax status, leave, benefits, garnishments, etc.
  • Assists with monitoring, evaluating and adjusting date and information related to employee leave, benefits, and taxes
  • Any other payroll functions as required
  • Process new hires and terminations as appropriate
  • Assist with developing and maintaining payroll calendars, salary and benefit tables as needed
  • Possess knowledge of record-keeping techniques and explore ways to improve efficiency.
  • Possess knowledge of financial reports, including knowledge of budgeting process
  • Perform related duties as assigned by supervisor or their designee

 

 

 

ESSENTIAL FUNCTIONS

Physical Requirements - Must be physically able to operate a variety of equipment including computer hardware and software, phone system, office equipment, etc. Must be able to drive between campuses if needed.

 

Intelligence - Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form and to deal with several abstract and concrete variables.  

Language Ability - Requires the ability to read a variety of correspondence, technical manuals, trade journals, etc.; requires the ability to prepare reports, forms, system documentation, etc. using prescribed formats and conforming to all rules of grammar.

Verbal Aptitude - Requires the ability to record and deliver information, to explain procedures, to give oral and written instructions.  Must be able to communicate effectively.  Must possess the ability to speak to people with poise, voice control, and confidence.  May be required to deliver effective presentations to both small and large audiences.
